Colonialist Regime's New Annihilation and Suppression Concept

The colonialist regime is giving signals of a new phrase in practicing its annihilation policy towards the Kurdish national movement. In the press conference, organised on 19 July, Ilker Basbug, the Deputy Chief of General Staff, have enlisted the views of the General Staff, so the fascist colonialist regime, on the "fight against terror" and the necessary measures to be taken. Basbug, who also asked the press to make contribution in this "struggle" -as if they were independent and not giving contribution already-, has nearly handed out epaulets to the members of the press.

Basbug, who threatened -at first- the Kurdish people and the forces of entire social opposition under the pretext of "fight against terrorism", gives the message that the success in the struggle depends on the realization of a united will. He aims to realize the united will of ruling classes against the Kurdish national movement and will. That is to say the General Staff talks about the inevitability of organisation of an altogether-fight against the Kurdish national movement.

Under the pretext of "fight against terrorism", the state is developing a new concept in order to annihilate and suppress the Kurdish national movement. As known, the state was unsuccessful in reactivation of the USA and pulling EU on its side on the issue of annihilation and suppression of the national movement. It did not get any result except, at least, some statement of "condemnation" and announcement of some names. This situation forces it to develop a new annihilation concept. On the other hand, it is real that the state gets strength from the understanding of "struggle against international terrorism" that repeated again and again by, at first, the USA and other imperialist countries.

The new concept developed by the state has got three legs: What colonialist state wants to do now is to begun annihilation and suppression move by taking up the struggle against the Kurdish national movement in the frames of understanding of "fight against terrorism" in the west. Thus, they want to stop any imperialist states' interference to the attack by making "democracy" the excuse and to prevent "outside support" to the movement. This forms one of the legs of the new concept.

The second leg of the concept includes preparation of the media in the country for altogether annihilation.

And the third leg of the concept forms the psychological preparation of the society as a whole to a new war.

These points are seen very clearly in the statement of Basbug.

By intending the PKK in his speech, the deputy chief of General Staff has talked on the "necessity of breaking the communication between the organisation and the society", and said "this is a fundamental responsibility downing on to the Turkish media". He expressed the "necessity of struggle against the ones who have got connections with the organisation, the ones who support the organisation, some institutions, individuals and non-governmental organisations (NGOs) making the propaganda of the organisation. The struggle has to be carried out in commitment and coordinated manner among the state and the entire forces of the society." He continued stating the "necessity of choosing the principal goal of the struggle as to break organisation's hope in success and to annihilate it;" the necessity of "organising international support for the fight and, if there is any, stopping the foreign countries' or institutions' support to the terrorism, and to consider the struggle as a national issue." And finally he said "in order to fight against terrorism as a whole, we need a new organisation: An organisation, affiliated to the Prime Ministry, that will investigate dimensions of terror on security, intelligence, psychological war, social, economic and education, will plan what is to be done on macro levels and will follow up and carry out the necessary coordination among the executer authorities." Basbug's following statement: "the other difficulty is the complete realization of balance between democratic rights and security requirements on the grounds of laws" shows that the new concept is also involving seizure of various democratic rights and "freedom" of press.

The Justice Ministry, which accepted as an order the request of the Deputy Chief of General Staff, I. Basbug, on making changes in TMY (Anti-Terror Law) and, if necessary, in the TCK (Turkish Penal Code), reacted immediately and formed a commission comprising representatives of General Staff, Ministry of Internal Affairs, the police, gendarmerie and academicians to prepare a draft paper on the subject. The commission is going to start working in the coming days. The result will be nothing else than the mentioned new concept.

Although there aren't any "red lines" of the colonialist dictatorship left regarding Southern Kurdistan, recently, they again start talking about entering "Northern Iraq" and destroying guerrilla forces in Southern Kurdistan as part of the offence and annihilation. But this is not that possible as before. Also, it is very clear that it will achieve nothing. Before anything else, the US imperialism does not want to harm its relations with the Kurds. The collaborators in Iraq are also against the plan in order not to have disorder within the Iraqi government, the puppet of the USA. Moreover, HPG (People's Defence Force, armed forces of PKK) states that it is ready for war and says to the state "if you come, you will see".

The concept is not only an announcement of war against the Kurdish national movement, but also to the revolutionary and socialist organisations and our country's social opposition as a whole. By also involving the media in more disciplined way, it aims to incite organised chauvinism; to blame every democratic effort, the fight against privatization, the fight of the people in suburbs for housing right, the struggle of the youth for democratic education as "separatist"; to declare all social oppositions as the supporters of terrorism and to liquidate revolutionary orga-nisations.

The Kurdish national movement and revolutionary and communist movement bear the opportunities and dynamics of increasing the resistance and struggle against this wave of offence. For example, PKK makes Turkish state forces to give casualties due to guerrilla war, the HPG announces that they will not be silent and retreat in the face of the state's annihilation policy and actually resists to the army.

In the face of these state policies of annihilation and suppression, at first, our party, MLCP, the communist and revolutionary parties and forces are trying to take common attitude and increase the struggle. The practice of united struggle that developed in relation to the massacre of MKP (a revolutionary party) cadres represents one of the positive examples on the common fight.
