The MLCP successfully realised its 4th Congress in the 15th year of its foundation. This war against the colonial bourgeois state has lasted for some time and turned into a clash of wills. However, it was our party MLCP who won this fight. The 4th Congress of the MLCP is a political victory.

The MLCP successfully realised its 4th Congress in the 15th year of its foundation. This war against the colonial bourgeois state has lasted for some time and turned into a clash of wills. However, it was our party MLCP who won this fight. The 4th Congress of the MLCP is a political victory. It is the communists' superiority of temper, the ideological and organisational success. It is all MLCP activists declaring once again to strengthen their will of struggle and union of action for the fight for revolution and socialism.
And for this reason we had to face a new wave or flood of fascist attacks again on September 8, the day when we announced our 4th Congress. We have known and understood this; this is the revenge of the bourgeoisie and political regime not having been able to hinder our 4th Congress to be realised. And it is another attack, a conspiracy, prepared with dirty methods. We once again declare that they aren't strong enough to beat us! The MLCP has become a party with political reflex, influential political intervention and political progress. The revolutionaries will continue to be the feared by fascism and capital. Revolutionary dynamics and opportunities in Anatolia and Mesopotamia will always produce and strengthen the revolution and revolutionary work. Until there will be a world without classes, exploitation and states!
The colonial fascist dictatorship attacked the revolutionary work, organisation and action of our party in September 2006 collaborating with the imperialist forces. This was an attack based on strategy. The aim was to liquidate our party physically, psychologically and ideologically and to weaken it totally. As a result of this attack, dozens of our comrades have been imprisoned. Hundreds were arrested. This attack was the heaviest organisational one in the history of our party. This was an important loss of quality, accumulation and energy not only in terms of our party, but of Turkey and Northern Kurdistan, too.
The fascist regime also attacked the political development line of the MLCP, its way of political struggle and its progress, its armed struggle; not only its political breakthrough and stance at that time, but at the same time its accumulation of historical struggle, quality and experience; and not only this, it also attacked its talent and power to lead the revolution in future.
Nevertheless, our party got its will to fight and its self-confidence against the attack of September 2006 with its revolutionary practice shown during the period of constant battue. It applied its tactic of active defence. Our party faced the attack standing tall; and fought back with the talent of being a leader and power as a product of the party's accumulation, experience and quality. The 4th Congress of the MLCP is the highest level and final.
Despite fascism's broad attacks on the organisations of the party, its cadres and militants, our party's leadership managed to illegally gather the 4h Congress by applying method and tactics of clandestine working. We salute all comrade-in-arm and befriended parties with our revolutionary feelings and thoughts that have been celebrating and sharing our victory and the 15th anniversary of our party with us!
Before and during the congress, party members discussed in a spoken and written way theoretical, political and organisational questions following the line of socialist democracy; analysed the political and organisational development line being aware of its own history and practice and drew conclusions. Then, they took political and organisational decisions on the new period, determined current and historical duties. In this sense, the 4th Congress was a congress of organisational process, a congress of organisational change and a congress of re-organising. The party criticized its own and historical, institutional and individual mistakes, and indicated mental and practical breaks. New duties in term of organisation and cadres were determined.
We can say that during the years during which it was proclaimed that the modern revisionist leaderships in the SU and Eastern Europe had given up "and socialism had died", in 1994, our party MLCP was founded as a result of the "union of communists" realised by the communists groups of Anatolia and Mesopotamia. This was a coup against the tendency of working as an own group only and sectarianism of us and the whole revolutionary movement of our country. Our 3rd Congress in 2002 had produced the way of making politics on a new level and made it become constant. And our 4th Congress in 2009 struggled against the classical style, conservatism and the learning by heart. It foresaw a mental revolution and change of practice.
Our 4th Congress invited the working class and labourers to organise themselves within the ranks of our party against the capitalist economic crisis, poverty and exploitation, unemployment and hunger, the destruction of nature, fascist laws and murders by police, the colonial dirty war carried out in Kurdistan, imperialist aggression and occupations, and to increase their level of consciousness, organisation and struggle. It invited to take a firm line not as "the army of the unconscious unemployed, but the army of the revolutionaries who demand an account" with the capitalist system and the fascist regime.
Our 4th Congress saluted the great resistance and struggle shown by the Kurdish people and Kurdish guerrilla against fascist colonialism and racist-chauvinist lynching attacks and the annihilation and denial politics. It once more declared to defend the Kurdish national democratic demands and to continue with its struggle. It has foreseen that the MLCP-Kurdistan Organisation in Northern Kurdistan strengthen its actions with practical politics following the revolutionary-labourer solution line as socialist Kurdish-patriots and to specialise in the work in Kurdistan as Kurds. The 4h Congress drew attention to the "liquidating scenarios prepared by imperialist centres and which go hand in hand with the annihilation attacks of the colonial Turkish bourgeois state" that are made in the name of the "Kurdish Initiative" aiming in fact to divert and arouse expectations: It called on the Kurdish labourers and youth to organise in the ranks of our party's Kurdistan section and to unite the struggle for national liberation with the struggle for socialism."
With the women's daylight in the party, the consciousness as women and revival, our 4th Congress went down in history. The congress decided on an autonomous women's organisation. It underlined that within the party and in society, women could advance the period of liberation only with a political-organisational social material power. It indicated that the revolution in Nepal and the guerrilla struggle in Kurdistan demonstrated the real power and talent to fight of the women. Because of this reason it declared the need of bringing up women theorists, women leaders, women guides and commanders, and that the equality of women and men mustn't be realised abstractly but concretely. And for that, the programme and statute were started to be reviewed that will be the starting point of organisational and practical orientations and initiatives.
Our 4th Congress drew attention to the point that the slogan "Forward to the masses" of the 3rd Congress has been a step in the party work that has already been achieved, and that the next step to be achieved now must be "to conquer the masses". And this means to rise its level of organisation without to fall back in the political struggle and mass work, the agitation and propaganda activities as well as organisational process; in terms of the meaning, division of work, rules, discipline and practice of a revolutionary war organisation, this means to have the duties of a quality, to perfect itself and deepen.
Our 4th Congress demonstrated that comradeship-in-arms revolutionary organisations and the history of our revolutionary movement has been formed with revolutionary traditions, values and resistances; and that this has been a great heritage and source of power in our minds, spirits and actions; but that our revolutionary movement must act with the conscious and practice as a political focus during the period of organising the revolution by breaking off with the weak, spontaneous and obsolete characteristics of our revolutionary movement and by dissociating ourselves from the traditional and classical way. It once again declared that in this sense it acts with the responsibility to develop the conscious and feeling of comradeship-in-arms and play the all-engrossing, uniting and dragging role.
Our 4th Congress was a platform of a creating type. It supported the change of mind and practice. It foresaw to break with its traditional, structural and historical mistakes and habits regarding its theory of organisation and its view on the means, its critical approach to the party's history and the revolutionary movement's history, creating organisation systems, mechanisms and forms, its military struggle work and its forms as well as when forming the special and technical organisations of the secure work and its clandestine activities. It underlined the necessity of the development of the Leninist organisation theory.
Our 4th Congress was at the same time a platform to becoming aware of the party's power, accumulation, talent and initiative, and to turn it into a common will. And this means an intervention with will, intention and conscious how the development must be continued and in which way in any situation, period and moment.
The 4th Congress drew attention to the historical and international duties of the field of international work. It said that the organisational and ideological crisis of the international communist movement has continued; that under the conditions of the world economic crisis the lack of an international organisation of a communist and revolutionary movement has been a factor for the communist movement having no influence, being passive and spontaneous.
The congress also added that a party and forces claiming to realise socialism could be the attention of the new tendency to found a new International; that the new period could create new polarisations, new approaches and equalities and unifications, and that the movements and forces today can' be analysed on the basis of former splits and clusters.
Our party is of the opinion that the relations with the political struggle, the level of relations with young and new forces, the approach to the armed struggle and the position in the country's and world politic must be important criteria for the analysis of revolutionary parties and organisations. It considers its duty of ideological struggle as important and therefore, considers the national limited way of thinking, border and soil questions on the international level as duties of its ideological struggle. It believes as equal and free fraternal parties on the international level a new way of international relations must be developed.
Our 4th Congress has given itself duties regarding theoretical production and accoutrement. Our party has reached a level that mustn't be underestimated concerning it theoretical accumulation, quality and talent. In this field, it has experience, accumulation and capacity to contribute to the communist movement in the country, region and
It has the experience, accumulation and capacity to contribute on the level of the country's, regional and world communist movement. The analysis and evaluation of topics such as the developments of imperialist capitalism today, its reflection on the economical, social and political fields, capitalist restoration, the history of the Internationals and the foundation of a new International demand great importance. We believe that with the ML theory our scope and power to struggle will grow more, and our way will be enlightened even more.
