Armed Attack against the Council of State: Clash of Inner-State Cliques

On the 17th of May 2006, in Ankara, an armed attack is carried out against the members of the Council of State Chamber 2, the highest institution of justice dealing with the public cases. A member of the Council of State Chamber 2, M. Yucel Ozbilgin, died. The president of the Chamber and three other members were seriously wounded. The pawn offender, fascist/Islamist lawyer, who has been used to deepen the secular and anti-secular contradiction in Turkey, is being captured right at the time of incident. He stated that he carried out this action because the Council of State Chamber 2 has banned the wearing of headscarf (used by women in order to cover their heads in accordance with the Islamic rules, and it is continuing to be a subject of contradiction among Islamist and so-called secular sections) in the public service area. And very shortly before the incident, the secular "national leftist" newspaper called Republic was bombed three times. The offender and his friends have also stated that they did take part in these actions too. When interrogation is taken further, it is being revealed that the offender was belonging to the "Red Apple" bloc established by retired army generals and officers, civilian fascist forces, Kemalist and nationalist fascist "leftists". A card belonging to the National Channel (TV Channel belongs to the Dogu Perincek's Workers' Party), a card belongs to the Patriotic Forces' Union Movement founded by retired generals and Turkish racist forces, and publications and documents such as the Top Secret National Security Policy Document (MGSB) which belongs to the National Security Council- MGK (The National Security Council meetings are participated by Generals, President of the State, Prime Minister, Ministers concerning the agenda and some other representatives of the state) were found in the house and car used by the offenders. Also the photos and video pictures of Muzaffer Tekin, who solicited the triggerman, started to be published on the press, posed together with Rauf Denktas, the former president of Turkish Cyprus side, Veli Kucuk, retired general who committed crimes against the Kurdish people and participated in the dirty gangs, Ibrahim Sahin, retired police chief who is also a member of Susurluk gang which occupied very important place in Turkey's agenda, and with the members of Sauna gang which was revealed recently and consists of soldiers, policemen and politicians.

The statements on the background of the offender and his relations, on the preparations, aim, timing and consequences of the attack show that, time to time, the conflicts and contradictions among the ruling class cliques are reaching the level of armed clashes.

The incident has caused strong statements and attitudes among the ruling class cliques, fascist generals and the regime's fascist parties and institutions. Yet the crisis within the state, the political crisis was revealed very openly and strikingly. Ministers who attended the funeral of died judge were booed and roughed up. The Prime Minister did not participate in the funeral because of fear from the possible reactions.

The Chief of General Staff, H. Ozkok, has urged the continuation of demonstrations by "secular" sections. The same call was made during the recent concept of offensive against Kurdish people. And Prime Minister T. Erdogan warned the Chief of General Staff, which is affiliated to the PM, by saying: "Considering as acceptable such actions and reactions against the ministers of the government, the Prime Minister which he (the Chief of General Staff) is affiliated with, and urging their continuation cannot be confirmed". He stated that they are facing a conspiracy.

How this attack can be explained?

There were always ongoing contradictions among the army and government with Islamic motives in Turkey. For a period, the AKP (Justice and Development Party) government have tried to restrict army's sphere in the political power through some regulations by receiving support from the USA and the EU. However, some events such as abandoning of the trial of general Y. Buyukanit for his involvement with Semdinli gang in November 2005 (Semdinli is a small town in Kurdistan, and a group of counter-guerrilla forces, including soldiers, were caught red-handed by the people while detonating explosive bombs in civilian areas), the dismissal of Van prosecutor and the Chief of Security Intelligentsia those who considered this trial as necessary; sending of the new law -which aggravates the Anti-Terror Law (TMY)- to the parliament in accordance with generals' demands against the Kurdish people and revolutionary movement have already put the army into the fore on political administration. And recently the President election which is going to be done in May 2007 at home and the USA's politics over Iran and Middle East at outside have strained relations among the army and Islamic government.

The regime in Turkey is not secular. The claims of generals on secularism are only a demagogy. Sunni Islam is the religion and Turk- Islam synthesis is the ideology of the state. And, as much as the generals, the AKP government is also the enemy of the Kurdish people. These forces collaborated with each other very easily against the revolutionary movement and the Kurdish people. So today's contradiction is only about who is going to be on the power.

The offenders are the gangs of the state within the state. The one they called secular is bombing their own front's institutions and members. The Turkish state does own such provocations and records of dirty traditions. In the conditions of absence of a serious opposition, it would have been able to carry out such provocations through the strength of the media.

These clashes within the counter-revolutionary forces are also presenting important conditions and opportunities for the revolutionary and communist movement. There appear realities which could lead capturing them red-handed. What is to be done is to develop united struggle of the revolutionary movement, to form a strong alliance with the Kurdish national movement; to succeed at appearing on the political arena as a political force and representative of the Kurdish and Turkish people.
