OHAL Not Removed But Made Permanent

 The law proposal, including post-OHAL regulations, was accepted in the TBMM General Assembly. The OHAL officially stood on July 18th; but with the law enforced in parliament, the OHAL authorities will continue to be used by governors and ministries for 3 years.

Accordingly, the governors may prohibit the entry and exit of persons suspected of being suspicious in the course of 15 days. Again, at certain places or hours, the governors will be able to prohibit the movement of and gatherig of people, restrain or restrict the navigation of vehicles, all types of weapons and ammunition, even though they are registered.

While the constitutional amendment and the no-confidence motion on the ministers are abolished, an investigation may be launched only with the order brought by the ministers and the presidents' assistants, with the permission of the president.

The custodial time of 24 hours was changed to 48 hours and the crimes committed collectively were set as 4 days. If it is deemed necessary to extend it twice, the probation period of 48 hours of detention can be extended to 6 days, and for collective crimes it can be extended to 12 days.

This regulation, which was introduced after the OHAL process in which 140 thousands of people were dismissed from the public jobs, opened up the continuation of dismissals. Those who have been dismissed from higher education institutions, such as those who are not able to return to their former institutions, or those who have been publicly released with the decision of the commission, as well as those who have been issued with the newly introduced law by law, will not be assigned to their former duties. Even if soldiers and cops are taken back after they are exported from the country, they will not be assigned to key posts, they will be located in research centers.

With the administrative decisions as in the OHAL process, the issuance was continued for three years, and the dismissed persons were also deprived of social rights other than their jobs.

With all these arrangements, OHAL has been made permanent.

During the first session of the Assembly, Ahmad Şık, one of the HDP 's representatives, was attacked by the AKP MPs. This attack will be an example how the parliament must involve in social struggle other than resistance.
